Yes a 600 is easier in the tight twisty stuff but a liter bike doesn't give up much and when you open the throttle there is an instant thrill waiting for you. That's why it's my opinion. I can see once a rider reaches the limits of their 600 that they would want to bump up to a 1000cc bike, but at that point both would be fun for different reasons. By then it would probably be nice to be on a 1000 for that extra power in the straights.
